Of course, they do. does anyone think they swim back to France to avoid arrest? According to a people smuggler interviewed on Sky News toady the do their drop then go to homes in the UK rented under a false name and driving unlicensed cars

If the Govt. actually wanted to stop them they surely could, instead they ramp up the hyperbole to distract from bad news for the Govt. It isn't impossible that the Home Office was just incompetent. But on the other hand, they seem pretty stellar at manipulating the media headlines to their benefit.
